James Stevenson-Wallace joined the Ministry of Business, Innovation and Employment as General Manager in April, 2014.
He is responsible for development of policy advice for energy and resource markets and the delivery of the regulatory and promotional activities of MBIE’s New Zealand Petroleum & Minerals team.
James is a seasoned manager with a background in strategy, policy development and programme implementation gained through a career spanning the public service in both social and economic portfolios. Prior to joining MBIE James was Director, Fisheries at the Ministry for Primary Industries. He joined MPI in 2007 following two years with the Crown Financing Agency as Manager Strategy and Policy.
National Manager Petroleum
Josh joined NZP&M as National Manager Petroleum in August 2015. Josh and his team are responsible for allocating rights to companies to explore for and produce oil and gas.
A geologist by training, Josh worked in the oil and gas sector in New Zealand and Australia before settling in Wellington. Over his career Josh has worked in a variety of commercial roles including oil and gas exploration and production, crude oil marketing and sales, shipping and gas transmission. He co-founded and raised capital for a company specialising in developing cutting edge mine site reclamation technology.
He previously worked for NZP&M as Director Minerals after the organisation replaced Crown Minerals.
Prior to joining NZP&M Josh worked for Todd Energy as Commercial Manager Upstream Energy.
National Manager Minerals
Ilana Miller manages the team responsible for the allocation and management of the Crown’s mineral portfolio. This includes gold, silver, platinum, coal and aggregates.
Ilana’s team work closely with other government agencies, particularly those involved in regulation of the sector. Key partners include councils, WorkSafe NZ, the Department of Conservation, and the Environmental Protection Authority.
Ilana has held roles in both the private and public sector; prior to joining NZP&M she worked at the Environmental Protection Authority.
Ilana has a degree in science and a post graduate qualification in environmental management.
Manager Information Services
Richard Garlick leads a team responsible for managing New Zealand’s geoscience exploration data and providing business systems to support NZP&M's regulatory services. This includes quality control, archiving and public access to geoscience data and assets submitted to the Crown under the Crown Minerals Act.
His team also oversees NZP&M’s business systems and the processes behind the digital register of permits, online transactions, geospatial and web services.
Richard has a BSc(Hons) in geology from Canterbury University. Prior to joining NZP&M, Richard spent 8 years with the Ocean Geology Group at the National Institute of Water and Atmospheric Research (NIWA).
Manager Commercial, Analysis & Investment
David leads the Commercial Analysis and Investment team. His team promotes New Zealand’s petroleum and mineral sectors to potential investors around the globe. The team is made up of technical, market and resource analysts. They work closely with colleagues in MBIE and other agencies on strategies to attract growth capital to the New Zealand resource sector.
David has over 20 years’ experience in the upstream oil and gas sector. He has BSc and PhD degrees from Glasgow University. Prior to joining NZP&M in October 2015, David was with Maersk Oil in the UK, and has previously held roles with GNS Science, Ikon, and BG Group.
