Prior to 2012, the Government completed a number of Block Offers focused on specific basins.
Onshore Taranaki Kahili Block Offer 2010
The Onshore Taranaki Kahili Block Offer closed in May 2010. The Offer consisted of 1 block. One exploration permit was granted:
PEP 53247 to Mosaic Oil NZ Ltd. (operator) (75%) and L&M Energy Ltd. (25%).

Offshore Reinga 2010
The Offshore Reinga Block Offer closed on 18 August 2010. The Block Offer included 6 blocks covering approximately 105,000 km2 of prospective offshore acreage in water depths typically between 1,750 - 2,000 meters.
No permits were awarded.

Offshore Northland (2008–2010)
The Northland Block Offer closed in August 2010. The Block Offer included 6 blocks covering approximately 49,500 km2 of prospective acreage in water depths ranging from the coastline on the eastern border to approximately 1,800 meters in the west. No permits were awarded.

Offshore Raukumara (2008–2010)
The Raukumara Block Offer closed in January 2010. The Offer consisted of two blocks which covered 17,288 km2 of prospective offshore acreage, with water depths of up to 2,400m in the northern reaches.
PEP 52707 was granted to Petrobras International Braspetro B.V.

Onshore Taranaki (2007–2008)
The Onshore Taranaki Petroleum Block Offer closed in May 2008. The Offer consisted of 11 blocks. Nine exploration permits were awarded:
- PEP 51149 was granted to Todd Exploration Ltd. (operator) (70%) and Mighty River Power Gas Investments (30%).
- PEP 51156 was granted to Todd Exploration Ltd.
- PEP 51152 was granted to Greymouth Petroleum Taranaki Ltd.
- PEP 51154 was granted to Greymouth Petroleum Taranaki Ltd.
- PEP 51157 was granted to Greymouth Petroleum Taranaki Ltd.
- PEP 51153 was granted to Kea Petroleum Ltd (operator) (40%), Hardie Energy NZ Ltd (30%), and Rawson Taranaki Ltd(30%).
- PEP 51155 was granted to Kea Petroleum Ltd (operator) (40%), Hardie Energy NZ Ltd (30%), and Rawson Taranaki Ltd (30%).
- PEP 51150 was granted to Green Gate Ltd (operator) (33.3%) and GB Energy Ltd (66.7%).
- PEP 51151 was granted to L&M Petroleum Ltd. (operator) (50%) and Mosiac Oil NL (50%)

Offshore Great South Basin (2006–2007)
The Offshore Great South Basin Block Offer closed on 2 April 2007. The Offer consisted of 40 blocks. Five exploration permits were awarded.
- PEP 50117 was granted to ExxonMobil New Zealand (Exploration) Ltd (90%) and Todd Exploration Ltd (10%).
- PEP 50119 was granted to OMV New Zealand Ltd (36%), Mitsui E&P Australia Pty Ltd (28%) and PTTEP Offshore Investment Company Ltd (36%).
- PEP 50120 was granted to OMV New Zealand Ltd (36%), Mitsui E&P Australia Pty Ltd (28%) and PTTEP Offshore Investment Company Ltd (36%).
- PEP 50121 was granted to OMV New Zealand Ltd (36%), Mitsui E&P Australia Pty Ltd (28%) and PTTEP Offshore Investment Company Ltd (36%).
- PEP 50122 was granted to Greymouth Gas Taranaki Ltd (50%) and Greymouth Gas Exploration Ltd (50%).

The Offshore East Coast Block Offer closed on 17 February 2006. The Offer consisted of four blocks. One exploration permit was granted. PEP 38344 was awarded to POGO New Zealand Ltd., a subsidiary of Pogo Producing Company.

Offshore Northland (2005)
The Offshore Northland Petroleum Exploration Permit Block Offer was announced on 24 August 2005 and closed on 2 December 2005. The Offer consisted of five blocks. Two exploration permits were awarded.
PEP 38618 & PEP 38619 were awarded to OMV New Zealand Ltd. (50% interest) and Origin Energy Resources NZ Ltd. (50% interest).

Onshore Taranaki and Offshore North Taranaki (2003)
The Onshore Taranaki and Offshore North Taranaki Block Offers closed on 31 October 2003. The Offers consisted of nine offshore and eight onshore blocks. 13 exploration permits were awarded.

- PEP 38486 & PEP 38487 were granted to Todd Petroleum Mining Co. Ltd.
