New Zealand minerals royalty regime review
The Ministry of Business, Innovation and Employment (MBIE) is reviewing New Zealand’s royalty regime for minerals excluding petroleum.
The review is considering whether current royalty settings continue to support the objectives of the Crown Minerals Act 1991. This includes providing a fair financial return to the Crown while supporting prospecting, exploration and mining of Crown-owned minerals for the benefit of New Zealand.
New Zealand's current minerals royalty regime was last comprehensively reviewed in 2012, resulting in regulations introduced in 2013. Since then, market conditions, mineral prices, industry activity and the broader policy context have evolved.
As part of the review MBIE contracted Deloitte to provide an economic report to help inform the review. The report is one input into MBIE’s ongoing review of minerals royalty settings.

MBIE expects to provide further advice on minerals royalty settings in 2027. Any decisions on potential changes to royalty settings would be considered by a future Government.
