Annual summary reports

Every permit holder is required to provide an annual summary report. These are due 31 March each year. An annual summary report summarises the activities carried out on the permit in the previous calendar year.

About annual summary reports

Annual summary reports (ASRs) give us information about how the permit is being used and shows whether you are complying with your work programme. They also give us valuable information about New Zealand’s mineral resources.

It is a requirement for permit holders to submit an ASR by 31 March for every permit that was in force during the previous year, even if no activity took place. This is set out in the Crown Minerals (Minerals Other than Petroleum) Regulations 2007.

ASRs report on activity over a calendar year (1 January to 31 December).

If a permit expires, is revoked, surrendered or relinquished during a calendar year, the ASR is for the period 1 January to the date the permit ceases.

If a report is not submitted on time this will be recorded against the compliance history of the permit. Permit holders who consistently submit their ASRs late, or who fail to submit an ASR, may face enforcement action.  

How to submit your annual summary report

Use the online permitting system (OPS) to submit your ASR. It is set up to ask for the information that you are required to submit to comply with your obligations. You need to fill in all the information as accurately as possible.

There are different reporting requirements depending on whether you have a Tier 1 or a Tier 2 permit and whether you have a prospecting, exploration or mining permit. Refer to your permit certificate or contact us if you are unsure what Tier your permit is.

When submitting your annual summary report through the online permitting system, it will only require you to provide what you need to for the Tier and type of permit you have. The OPS also has help text to guide you through the process of completing it.

Tier 1 reporting requirements

Note that holders of Tier 1 mining permits for underground mines where the annual royalty payable is less than or equal to $50,000 will need to follow the guidance on annual reports for Tier 2 permits.

Along with completing the annual summary report form in the online permitting system (OPS), Tier 1 permit holders also need to provide:

  • a resources and reserves estimate [XLSX 27KB], signed off by a competent person, and
  • a report on their engagement with iwi and hapū whose rohe (area) includes some or all of the permit area or who otherwise may be directly affected by the permit. The relevant iwi and hapū must be provided with reasonable opportunity to review and comment on these reports before they are submitted to NZP&M. Iwi and hapū comments must be included in the final report submitted to NZP&M.

Mining permit holders must report on the production of all minerals the permit is held for, even if there was no production.

Mining permit holders also need to submit:

  • a mine plan
  • a summary of the mining and processing methods for the upcoming year
  • a summary of the status of consents for access and resource consents.

If you can’t use the OPS

If you can’t use the OPS you can send us your annual summary report using:

Form 13 [PDF 347KB] for prospecting and exploration permits, or

Form 14A [PDF 357KB] for Tier 1 mining permits (except for an underground mine where the annual royalty payment is less than or equal to $50,000 – in that case use Form 14B).

Tier 2 reporting requirements

Along with completing the annual summary report form in the online permitting system (OPS), Tier 2 mining permit holders (except hobby permit holders) may also be requested to provide:

  • a simple mine plan for mines that will operate in the upcoming calendar year
  • a summary of the mining and processing methods for the upcoming calendar year.

Mining permit holders must report on the production of all minerals the permit is held for, even if there was no production.

Permit holders with a coal permit may also need to submit a resources and reserves estimate.
